Cover Compliance Costs With the Oregon ECAPP Incentive

Oregon’s Building Performance Standard (BPS) has multiple components and requires different steps and actions to meet compliance. ECAPP incentives are intended to offset some of the costs of compliance and will be offered for different compliance actions. A building owner can receive a maximum of $0.85 per square foot, subject to incentive caps, if all compliance actions are taken, but can also receive partial incentives for individual compliance actions.

Tier 1 and Tier 2 buildings are eligible for the incentives. Considering the limited funding, and to provide access to more building owners, the maximum incentive per building is $10,000-$50,000, depending on building type and size. Incentives will be awarded based on a competitive review process. $1.5 million total will be reserved for Tier 1 buildings and $500,000 total will be reserved for Tier 2 buildings. The Round 2 funding opportunity will offer $950,000 in total incentives for Tier 1 buildings ($750,000 plus $200,000 remaining from Round 1) and $250,000 in total incentives for Tier 2 buildings.

What incentives are available?

ECAPP covers up to 100% of Tier 2 compliance costs and up to 50% of Tier 1 costs. BERI funds retrofits in covered buildings. Energy Trust of Oregon also offers a no-cost BPS Pathway resource.

Tier 1 non-compliance penalties are $5,000 plus $1 per square foot per year. Tier 2 has no performance target in the first compliance cycle, so there is no non-compliance penalty during that cycle.

If your Tier 1 building is expected to exceed EUIt, you must report that at least 180 days before your compliance deadline and complete an ASHRAE Level 2 audit to identify cost-effective efficiency measures.
