What is Oregon BPS & Who Must Comply?

BPS

Oregon’s Building Performance Standard was established through HB 3409 in 2023 and applies to large commercial buildings statewide.

Commercial building

Commercial buildings over designated square footage thresholds must benchmark energy performance and meet state-defined efficiency targets.

Energy Benchmarking Terms

EUI

  • Energy Use Intensity measures annual energy consumption per square foot of building area, typically expressed in kBTU/sq ft/year.

EUIt

  • Energy Use Intensity target represents the required building performance goal established by property type and climate zone.

Portfolio Manager

  • ENERGY STAR Portfolio Manager is used to benchmark and submit building energy performance data for Oregon BPS compliance.

Required Documentation & Operations

Track and report building energy performance annually.
Buildings projected to exceed their EUIt target may need a detailed energy audit identifying cost-effective efficiency measures.
