What is Multifamily?

Oregon Building Performance Standards (BPS) apply to many large multifamily buildings and focus on improving energy efficiency and reducing emissions. Building owners may need to benchmark energy use, report performance data, and complete energy-saving improvements to meet compliance targets. Owners may also qualify for utility rebates and retrofit incentives that help reduce upgrade costs while improving building performance and lowering operating expenses.

Types of Oregon BPS (Multifamily Buildings)

Oregon Building Performance Standards (BPS) apply to large existing multifamily buildings and focus on improving energy efficiency, reducing emissions, and meeting performance targets over time.

Large Multifamily Buildings (Standard Compliance Cycle)

Applies to large apartment and rental housing buildings that meet Oregon BPS size thresholds.

Owners are required to:

  • Benchmark whole-building energy use
  • Report annual energy performance
  • Track Site EUI (energy use intensity)
  • Improve building operations to meet targets

This pathway focuses on gradual performance improvement across the building.

Performance Improvement Pathway (Multifamily Retrofits)

For multifamily buildings that do not meet performance targets.

May include:

  • HVAC system upgrades
  • Lighting and controls improvements
  • Insulation and envelope upgrades
  • Electrification of building systems

Owners typically develop a compliance plan based on audit findings.


Incentive & Financial Support Pathway

Multifamily buildings may qualify for financial support to reduce compliance costs.

Includes:

  • Utility rebates for energy upgrades
  • State and local retrofit incentives
  • Electrification funding programs
  • Technical assistance for compliance planning

These programs help offset the cost of required efficiency improvements.

Note: Multifamily buildings in Oregon may be subject to additional local requirements depending on city or utility programs. Some jurisdictions may also provide stricter energy performance targets, added reporting obligations, or enhanced retrofit expectations alongside Oregon BPS compliance.
